What can you do about the neighbors so horrible?

I live in a small street and most people here are nice. The most latest neighbors have made enemies of everyone in the block. Do not put your trash away after garbage collection, they throw trash on the ground then blows in my yard, they have put big stones (the size of a large fist) and metal tools in our yard and if I had not checked before the harvest I might have maimed myself. They are a married couple and tell me they were around 40 years of age, then have four children ranging from 11 to 21 years old. We tried to talk to them and has not worked. We called the cops on them a few times for your dog loose, loud music at 3 am, etc. What do? I'm out of ideas!
